Court Denies Developer's Appeal for Samara High-Rise Near School

The planned residential complex«s parking ratio was a key point of contention for local residents.
In Samara, the fate of a new high-rise on Metallurgov Street has been decided. The developer defended its project in court.

This concerns a 3,000 square meter plot on Yunykh Pionerov Avenue. The plan was to build a multi-story residential building here. According to the plans of the developer, LLC «SZ Spektr-Stroy», each apartment would have 0.5 parking spaces.
Public discussions on the development project took place back in 2023. Almost 200 negative opinions were gathered. There were two main complaints. The first was the lack of sufficient parking spaces. The second complaint was due to the future construction site being in close proximity to a school.
According to the «Kontur.Fokus» system, the director and sole owner of LLC «SZ Spektr-Stroy» is Oleg Vakhramov. The businessman owns several companies engaged in construction or real estate rental. Among them, for example, are the association of construction companies «Spektr Nedvizhimosti», specialized developers «Uspekh» and «Forum», LLC «Nikitinskie Vorota», LLC «Sovremennik», LLC «Evropeysky Kvartal», LLC «Dom na Troitskoy». The co-founder of several companies along with Oleg Vakhramov was Leonid Boyarsky.
In the end, the regional Ministry of Construction refused the developer. The company was notified of this on 27 February 2025. The developer did not accept the refusal and sued the ministry, demanding that the refusal be declared illegal and the construction of the house be allowed. On 27 January, the court ruled on the lawsuit.
«The statement of the Limited Liability Company »SZ «Spektr-Stroy»« is left without satisfaction. The decision can be appealed within a month from the date of adoption,» according to the materials on the website of the regional arbitration court.
