Yaroslavl region employment service gets new head

Governor Mikhail Evraev announced personnel changes on February 2. Yulia Bukaeva was appointed head of the state employment service, and Elena Ermolova was named Minister of Property Relations.

Personnel changes occurred in the government of Yaroslavl Oblast. Governor Mikhail Evraev introduced new employees on February 2.

Yulia Bukaeva from Leningrad Oblast has been appointed head of the region’s state employment service.

Elena Ermolova, previously acting minister, has been confirmed as Minister of Property Relations.

«I am confident that her knowledge and practical approach will contribute to effectively solving tasks related to the employment of citizens and providing the region’s economy with qualified personnel,» the governor commented on the appointment.

Yulia Bukaeva graduated from St. Petersburg University of Engineering and Economics (INGECON) with a degree in Economics, and also from the School of HR Consulting at the Research Institute of the Ministry of Labor of the Russian Federation. For about seven years, she headed the employment service in Leningrad Oblast, in particular as head of the branch of the Employment Center in Vyborg.

Elena Ermolova has been appointed head of the Ministry of Property Relations of Yaroslavl Oblast. Previously, she served as acting head of the ministry.

It is known that Elena Ermolova has been working in the Ministry of Property Relations since August 2024. Before that, she was for several years the first deputy head of the committee for municipal property management of the Yaroslavl city administration.

Recall that in December 2025, a wave of layoffs in the employment service became known; the department will continue to function as an independent government body, and the number of employees will be optimized.
