Who Leads Talovsky District and What Locals Think
Talovsky District is located in the southeastern part of Voronezh Region. With an area of 1,910 sq. km, it ranks among the ten largest districts in the region. In terms of population, it is not a leader: in 2025, 33,829 people lived there. A third of them—10,815 people—live in the district center, the working settlement of Talovaya.
The main attraction of the district is the federally subordinate natural reserve «Kamennaia Steppe» (Stone Steppe). It is located on the watershed of two rivers: the Chigla (a tributary of the Bityug) and the Yelan (a tributary of the Khoper). The uniqueness of the reserve lies in the fact that it is partly man-made. In the late 19th century, this was an arid and practically deserted territory, revitalized by a group of scientists led by the renowned geologist and soil scientist Vasily Dokuchaev.
The scientists conducted an experiment to protect steppe agriculture: they planted forest belts in the territory of the future «Kamennaia Steppe» to strengthen ravines, gullies, retain snow, and also created artificial reservoirs. Today, in what was once one of the driest areas of Central Russia, one can see a perfect example of an optimized landscape.
Among famous people born in Talovsky District is Nobel Prize laureate in physics Pavel Cherenkov. He was awarded in 1958 for the discovery, twenty years earlier, of the glow of charged particles moving faster than light.

A Lifetime in Homeland
The administration of Talovsky District has been headed by Evgeny Sidorov since 2023. He is 46 years old.
Evgeny Sidorov is a native of the district. He was born on April 27, 1979, in the settlement of Talovaya. He received higher education in the specialty «Land Management» from Voronezh State Agrarian University named after K.D. Glinka in 2001. In 2003, he completed training in the specialty «Accounting and Auditing».
He began working in 2001 at the municipal enterprise «Talovskoe Cadastral Bureau». Then from 2005 to 2027, he worked as a surveyor engineer for the company «Department of the Chief Architect».
In 2008, Sidorov moved to work in the administration of Talovsky Urban Settlement, which includes the working settlement of Talovaya. There, the future head of the district, until 2019, progressed from senior inspector for improvement, head of the department for construction, improvement of housing and communal services and production issues, to deputy head of the administration.
From February 2019, Evgeny Sidorov served as deputy head of the administration under Viktor Burdin and head of the department for architecture and construction policy. He assumed leadership of the district on November 24, 2023, when Burdin, who had held the post for 19 years, left.
Who Earned How Much?
At the end of 2022, Russian officials stopped publishing income declarations. The corresponding law was signed by President Vladimir Putin at that time.
Therefore, the latest data on Evgeny Sidorov«s income dates back to 2021, when he was still deputy head. Then he earned 1.28 million rubles (approximately $17,500 at current rates)—that»s about 106,000 per month. He owned a land plot of 1,169 sq. m, a residential house with an area of 62.6 sq. m, and a share in an apartment of 57.4 sq. m. Sidorov also owned three cars: a Niva, Daewoo Nexia, and Kia Rio.
The spouse of the deputy head earned 578,000 rubles (approximately $7,900 at current rates) in 2021—about 48,000 per month. She owned two apartments—19.2 and 42.6 sq. m.
Evgeny Sidorov«s predecessor, Viktor Burdin, earned 2.57 million rubles (approximately $35,200 at current rates) that year. His spouse—a very modest 238,000 rubles (approximately $3,300 at current rates).

On Yandex Maps, the administration of Talovsky District has only nine reviews, and almost all are positive. There is only one negative, and it looks like this: «Where are the toilets in this godforsaken place?»
The administration is praised for many reasons.
