Volkov Avoids Fuel Questions on TV Debut

Deputy Prime Minister of the Zabaikalsky Krai government Pavel Volkov, who oversees the economic bloc, was not asked questions about the fuel crisis during the show «Aktsenty» on GTRK Chita.

The questions the deputy prime minister answered concerned the economy, business support measures, tourism, and preferences for large investors.

Pavel Volkov spoke about a wide range of business support measures in Zabaikalsky Krai, including subsidies, soft loans from the Industrial Development Fund, assistance with land plots, and consulting services. He urged aspiring entrepreneurs to contact the «My Business» center for navigation of the tax system and recommended using crowdfunding platforms to test product demand. Special attention was paid to tourism as a promising sector where entrepreneurs can find many opportunities in the service sphere.

For large businesses, the speaker noted the importance of legislation on territories of advanced development and other instruments implementing the «turn to the Far East» policy. He also emphasized that due to the great remoteness of settlements and the sparse market, the region needs special conditions and preferential programs to launch projects.

Volkov became acting deputy prime minister of the Zabaikalsky Krai government overseeing the economic bloc in late October 2025. Previously, the post was held by Buyanto Batomunkuev, who was appointed after the departure of Andrey Kefer.

The gasoline crisis began in Zabaikalsky Krai in mid-June. On June 26, Zabaikalsky Krai Governor Alexander Osipov held a meeting of the emergency commission, after which the region introduced a high alert mode, and limits on fuel sales to individuals were tightened to 15 liters per car.

In addition, the region established a procedure for providing the population and organizations with fuel in conditions of shortage. Priority — emergency services, then the population, important sectors such as housing and utilities, food supply, and other categories of consumers.

On July 1, Governor Alexander Osipov introduced new measures to stabilize the fuel shortage situation, including round-the-clock operation of gas stations, police patrols, and installation of portable toilets.

On July 15, authorities introduced an electronic queue at the Deks gas station in Chita on Lenin Street, 3v. A spot in the queue can only be obtained through a chatbot in the MAX messenger. The governor published instructions on its use on July 15 in his channel. That day, codes ran out two hours after the system started. From July 16, «NefteMarket» on Verkholenskaya Street joined the testing.
