Tyumen Government Changes: Resignations and Returns in Past Year

The past year in the Tyumen government was marked by numerous appointments and resignations. There was also one high-profile case linked to corruption suspicions. Some officials were out of work only briefly. We outline the key personnel changes over the past 12 months.

Resignations

One of the most significant resignations was the official departure of Deputy Governor Vyacheslav Vakhren. The government«s official website lists his last working day as 30 April 2025.

In fact, Vakhren stopped working in the government much earlier. This is because he is suspected of corruption. According to investigators, he received a substantial discount on apartments in the elite residential complex «Voznesensky,» which is being built by businessman Alexey Gotsyk. In return, he was supposed to provide some assistance in the entrepreneur«s affairs.

This scandal occurred back in 2024. It should be noted that neither the businessman nor the former deputy governor have admitted guilt. In early 2025, information emerged that they signed a contract with the Ministry of Defense and went to the area of the special military operation.

There were no more high-profile resignations in the government in 2025. The heads of the departments of labor and employment, as well as education, were replaced. But we will discuss this in more detail later.

Another department, civil protection, also changed its head — instead of Andrey Mikhnovich, who had worked there since 2019, Andrey Gorin was appointed. The reasons for this personnel reshuffle in the regional government were not disclosed.

As for Gorin, he is from Tyumen and began working in 1992 as an ordinary fire safety inspector. In 2019, he became deputy head of the department he now leads. He has been awarded several state medals.

Appointments via Dismissal
At the beginning of the year, significant personnel reshuffles occurred, affecting several departments. As promised — we provide more details.
On 12 February, it became known about the resignation of Alexander Sidorov, head of the Department of Labor and Employment. The official is 43 years old and has been working in government bodies for a considerable time, especially since his specialized education is in «state and municipal administration.» In 2020, he was appointed director of the Tourism Department, and a year later — he headed the Department of Labor. He did not leave government service — although he was officially dismissed from this post, within a few days he became head of the Department of Culture, which had been leaderless since October 2024 (former director Elena Mayer left to work in the Khanty-Mansi Autonomous Okrug — Ed.).
However, the Department of Labor was not without a director for long. Two months later, Veronika Yefremova came to this post, having previously been dismissed as head of the Department of Education and Science. The official has a number of state awards and from 2019 was rector of the Industrial University.
The director«s chair at the Department of Education was vacant for less than a month. In May 2025, it became known about the return to the government of Dina Gorkovets, who had left the post of deputy head of the city administration. This is the second time the official has held this high position. In 2022, she was already head of regional education — a position she held for just under a year.
Even More Appointments
Over the past 12 months, a new department appeared in the government — youth policy. It partially took over functions from the departments of sports and information policy. It was headed by Artyom Dyachenko — a person whose career includes several high-ranking positions. He worked as head of the governor«s apparatus, after which he moved to the city administration, becoming deputy head in Ruslan Kukharuk»s team, and later he continued working in the mayor«s office with Maxim Afanasyev.
This year, the committee on nationality affairs of the region finally gained a chairman. This position had been vacant since the end of 2022, when Vladislav Chernov resigned. The post was taken by Roman Rzayev, former head of the Regional Management Center (RMC).
In May 2025, Valery Kiselev got rid of the «acting» prefix, becoming head of the Main Construction Directorate. The agency had been without a leader since September 2024. It was then that Pavel Perevalov was promoted — the new deputy governor of the region, overseeing housing and communal services.
Kiselev began his career as an official in the north, in Noyabrsk. There he became first deputy head of the city under Nikolay Korobkov. This was in the mid-2000s. In the early 2010s, Kiselev obtained the post of deputy head in the Main Construction Directorate of Tyumen Oblast, where he remained for over ten years. There was an opportunity in his career to become head of Tyumen — he participated in the relevant procedures alongside Ruslan Kukharuk.
Stanislav Loginov, director of the Department of Informatization, received a promotion. At the end of August, he became deputy governor, simultaneously retaining his position as head of the relevant agency. Loginov entered government service in 2019. As deputy head of the Department of Informatization, he worked until 2022, and later headed it. Before that, he studied, served in the army, worked at the Borovskaya Poultry Farm, where he rose to deputy general director.
Since this year, the regional government has a new deputy governor. This refers to Rufat Biktimerov, who was appointed to the high post in June 2025. Prior to this, he worked in the prosecutor«s office for almost 20 years. For five years, he headed the supervisory structure at the city level, later moving to the regional level. He resigned from there due to length of service in April of this year. Biktimerov oversees issues of the forestry complex, fire safety, and civil protection in the region.
