Tyumen Oblast deputies on 5 February passed a bill that allows the regional budget deficit to increase by 15.6 billion rubles (about 173 million USD at current rates). At the same time, the volume of state debt will also grow, and the government borrowing program may be exceeded by a similar amount.
The document text states: «Provide that the volume of the regional budget deficit in 2026 may exceed the deficit amount established by law <...> and the restrictions <...> by an amount within 15,600,000 thousand rubles.»
At the meeting, deputy Oleg Galchenko of the Communist Party of the Russian Federation (KPRF) inquired about the maximum size of borrowings and the deficit. Mikhail Taranov, director of the regional finance department, replied: «Taking into account the planned budget deficit and the proposed maximum amount of excess, we believe the possible volume of borrowings by the end of the year will be about 50 billion rubles (about 556 million USD at current rates).»
In December last year, the budget for the coming years was adopted, with the deficit for 2026 estimated at 35.6 billion rubles (about 396 million USD at current rates). Now, with the new decision, this amount may increase.
