Logvinov Named Third Deputy Chairman of Voronezh Duma

Former deputy governor Viktor Logvinov will become the third deputy chairman of the Voronezh Regional Duma, Yury Matuzov. The decision was made on February 5 by deputies of the regional parliament, the press service told Voronezh1.ru.
Viktor Logvinov was born in March 1967 in the village of Vorobyovka, Voronezh Region. In 1993, he graduated from Voronezh State Agrarian University, and in 1998 from a branch of the Russian Presidential Academy of National Economy and Public Administration (RANEPA).
After working for several years in various departments and structures of the Voronezh Region administration, Viktor Logvinov went to Ramon, where he rose to head of the district. Three years later, he became deputy chairman of the regional government. Until September 2025, he oversaw agriculture, forestry, ecology, and veterinary medicine. After last year«s elections, he moved to the regional duma.
In addition to Logvinov, a new appointment — now fully official — was received by the head of the secretariat of the governor of the Voronezh Region, Igor Lotkov. He is now deputy head of the region and will «coordinate work related to training personnel for the new economy».
Igor Lotkov was born in 1964 in Horlivka, Donetsk Region. In 1986, he graduated from Voronezh State University with a degree in German language and literature; in 2010, he received a second higher education from the Institute of Management, Marketing and Finance in the Finance and Credit program. From the 1990s until 2009, he was director of companies such as Usma-DST, TT-Manufactura, Trade House Inteko, and Voronezh Polymers.
Since 2009, he worked in the Department of Industry, Transport, Communications and Innovation of the Voronezh Region, then at the state institution «Agency for Investment Attraction of the Voronezh Region». In 2015, he headed the Department for Ensuring Implementation of Investment Projects of the Ministry of the Russian Federation for the Development of the Far East. A year later, he returned to Voronezh, where he became director of the Territorial Center for Development of Municipal-Private Partnership, and soon took the position of head of the city mayor«s office.
Since May 11, 2018, Igor Lotkov has been the head of the secretariat of the governor of the Voronezh Region. He is responsible for ensuring the governor«s activities with the government and executive bodies of the region.
