Former Samara Digital Development Minister Takes Post in Sevastopol

After a brief tenure in Samara, the former digital development minister has been appointed to a similar role in Sevastopol. He resigned from his previous position after only a few months in office.

The former minister of digital development and communications of the Samara region has received a new post in Sevastopol. Viktor Zlobich has taken a similar position.

“Viktor Zlobich will head the Department of Digital Development — a professional with 12 years of experience, who previously worked as deputy governor and minister of digital development in other regions,” states a post on the Sevastopol government«s page.

Viktor Zlobich worked in the government of the Samara region from January to August 2025. He resigned on his own.

Previously, Viktor Zlobich worked for six years at the Federal State Budgetary Institution «Information and Analytical Center of the Russian Ministry of Emergency Situations» (IAC EMERCOM), after which he was employed at the Federal State Unitary Enterprise «Main Scientific Information and Computing Center» (GlavNIVTs) of the Presidential Affairs Office. In April 2024, he was appointed deputy governor of the Vologda region for digital development.

Under the new minister, the department encountered one of its regular problems: the website for booking summer camp vouchers failed to handle the flow of applicants and crashed. Although the official himself promised that there would be no collapse. But his bold statements were criticized, and the picture presented by Viktor Zlobich was called «ideal» and far from reality. The next major step for the Samara region Ministry of Digital Development was the organization of a free Wi-Fi network. But here too, it was not without hiccups.
