Ex-SEZ top manager to oversee Zabaykalsky roads
Mikhail Nedoborov has been appointed first deputy minister of transport and road facilities of Zabaykalsky Krai — this is the third high-ranking official of the Ministry of Transport, including Minister Yevgeny Dyurteyev himself, who previously worked at the region«s Single Customer Service (SEZ). The appointment was announced on 5 February on the regional government»s website.
Mikhail Nedoborov was born in the city of Seversk, Tomsk Oblast. He has two higher education degrees as an engineer and an economist-manager. Since 2006, he has worked in various positions in the road construction sector in Zabaykalsky Krai.
In 2022, he was mentioned in the media as acting deputy director of the Single Customer Service, head of the quality control and work acceptance department. Later, Nedoborov served as acting head of the SEZ when former director Yevgeny Dyurteyev resigned in 2023. Later, in February 2024, he became acting head of the SEZ when, after 2 months on the job, the new SEZ head Yevgeny Klemeshev resigned.
Before his appointment to the Ministry of Transport, he worked as deputy chief engineer of the Federal State Institution «Upravdor »Zabaykalsye« — where the current Minister of Transport Yevgeny Dyurteyev also served as head.
In addition to Nedoborov, the Ministry of Transport has two other SEZ alumni: Deputy Minister Tatyana Yakushevskaya, who held positions at the Single Customer Service from occupational safety officer to deputy director for economics, and Minister Yevgeny Dyurteyev himself — he was director of the SEZ. Dyurteyev was appointed head of the Ministry of Transport on 5 November 2025.
Similarly to the federal structure, the Ministry of Construction, Road Facilities and Transport of Zabaykalsky Krai has been split into the Ministry of Construction and the Ministry of Transport and Road Facilities of the region.
In September 2022, a series of arrests for bribery took place at the Single Customer Service. Among those arrested were Chief Engineer Vitaly Chumakov, Deputy Director Viktor Guslyakov, and Head of Capital Construction Department Vladimir Imekov. During a press conference on 8 December, the prosecutor«s office of Zabaykalsky Krai called the Single Customer Service the most corrupt structure in the regional government over the past 5 years. After that, the service did not last long. In 2024, layoffs began there. In summer 2024, the Single Customer Service was split into three structures — the Road Management of Zabaykalsky Krai, the Capital Construction Management of Zabaykalsky Krai, and the Zabaykalsky Construction Center «Etalon». The first will handle road-related state procurement, the second will handle procurement related to construction of facilities, and the third will take on quality control duties.
