Ex-Director of Zabavtodor 'in shock' over court-ordered dismissal
Elena Ryzhkova (Mankhirova), the former head of the State Public Institution «Zabavtodor,» plans to appeal the decision of the Central District Court of Chita that ordered her dismissal due to loss of trust. She informed a Chita.Ru correspondent of this on 30 January.
It was previously reported that the court granted the prosecutor«s office»s request to dismiss Ryzhkova, who had already left her post, with precisely that wording. Officials dismissed in this manner are entered into a special register.
«We are in shock at the court»s decision. For every fact in the prosecutor«s lawsuit, the court was provided with documents refuting the claims. Of course, I will appeal the first-instance court»s decision. Only now, seeing the injustice of the judicial system, I will no longer be so overconfident and will hire a lawyer,« commented Ryzhkova.
It is known that the prosecutor«s office of Chita»s Central District had demanded through the court that the director of the Zabaykalsky Krai Road Management Agency be dismissed «due to loss of trust» and that the inaction of the region«s Ministry of Construction be deemed illegal. The ministry, even after an inspection of the subordinate institution, failed to identify a conflict of interest—Ryzhkova had relatives working under her supervision to whom she, like other employees, periodically awarded bonuses. On 26 December 2025, Ryzhkova reported that her employment contract had been terminated by the employer«s decision. It turned out that the employer in question was now Yevgeny Dyrteev, the Minister of Transport and Road Management of Zabaykalia, although Ryzhkova was originally hired by the Ministry of Construction, Road Management and Transport of Zabaykalia—the State Public Institution was a subordinate organization of the Ministry of Construction. However, in September 2025, the governor of Zabaykalia changed the government»s structure. As a result, the Ministry of Construction, Road Management and Transport of Zabaykalsky Krai was split into the Ministry of Construction and the Ministry of Transport and Road Management of the region. The new ministry was headed by Yevgeny Dyrteev.
Explaining Ryzhkova«s dismissal, Dyrteev stated that the employment contract with her was terminated due to »objective internal circumstances concerning the organization«s development strategy.» He wished Elena Vladimirovna success in her future professional career.
