Education Ministry to Ban Exam and Olympiad Answers
Amendments to legislation aimed at restricting access to ready-made solutions for academic tasks and control-measuring materials of the State Final Attestation (GIA) have been prepared by the Russian Ministry of Education. Information about this appeared on January 24 in Parliamentary Gazette.
The development of the document was carried out on the instruction of Deputy Prime Minister Dmitry Chernyshenko.
In the explanatory note to the bill, it is stated: «Unrestricted access to control-measuring materials (CMM) used in the State Final Attestation, as well as ready-made solutions for academic tasks, contributes to the spread of cheating practices, which reduces students» motivation to independently master the educational material. This leads to a deterioration in the quality of knowledge and skills formed by students within the educational process.«
According to the authors of the initiative, free distribution of answers to tasks reduces the value of olympiads, which provide advantages for admission to universities.
The changes are planned to be introduced into Articles 106 and 151 of the Federal Law «On Information, Information Technologies, and Information Protection».
In case of the document«s adoption, a ban will be established on the distribution of data on CMM and methods of performing academic tasks, except for information contained in textbooks. Similar restrictions will affect the publication of solutions to tasks of the All-Russian Olympiad for School Students on social networks.
Materials with solutions for GIA and olympiad tasks will be subject to blocking. The bill expands the list of grounds for including information in the unified register of prohibited data, which also includes, for example, pornographic materials and instructions for manufacturing narcotic substances.
