Bukayeva to Head Yaroslavl Region Employment Service

On 2 February, personnel changes took place in the government of Yaroslavl Region. Governor Mikhail Yevrayev personally presented the new employees.
Yulia Bukayeva previously led the Vyborg branch of the Leningrad Region Employment Center.

«I am confident that her knowledge and practical approach will contribute to effectively solving the tasks of employing citizens and providing the regional economy with qualified personnel,» the head of the region stated.
Yulia Bukayeva is a graduate of St. Petersburg University of Engineering and Economics (INZHEKON) with a degree in Economics. She also completed the HR Consultant School at the Research Institute of the Ministry of Labor of the Russian Federation. For over seven years, Bukayeva led the Leningrad Region Employment Service, including heading the Vyborg branch of the Employment Center.
Elena Yermolova will now head the Ministry of Property Relations of Yaroslavl Region. Previously, she served as acting head of this department.
Yermolova has been working in the ministry since August 2024. Prior to that, she served for several years as first deputy head of the committee for municipal property management in the Yaroslavl city administration.
Earlier, in December 2025, the region«s employment service underwent a wave of layoffs. The agency retained its status as an independent government body, while staffing levels were optimized.
