Hospitality, Logistics, Trade Lead Specialist Shortages in Ulyanovsk Oblast

In 2025, every fifth firm in Ulyanovsk Oblast faced a personnel deficit, according to analysts from the job search portal hh.ru.

Another 28% of employers noted a shortage of employees in many areas, and 42% experienced difficulties in finding certain specialists. It was particularly hard to find suitable employees in the hospitality business, food service, logistics, retail trade, light industry, and construction.

Only in the IT technology sector is there almost no labor shortage.

According to analysts, the reason for this situation is the non-competitive level of wages. Ulyanovsk Oblast ranks only tenth in the Volga Federal District by this indicator. More than a third of firms pointed to inflated requirements for candidates. Also, 28% noted difficult or unattractive working conditions. In 23% of companies, job seekers refused to work due to an insufficiently promoted brand. Moreover, 23% of Ulyanovsk firms believe that the difficulties in hiring employees are directly related to the high share of manual labor and insufficient automation of business processes. There is also an outflow of specialists to other cities.
