Boxer, Deputy Leads Notorious Management Company No. 2

One of the largest housing offices in the car city is undergoing serious personnel changes. Dmitry Lavrus, a deputy of the City Duma of the VIII convocation, a United Russia member, and a former boxer, has taken up the duties of General Director of Management Company No. 2.

He published an appeal on his page, where he urged residents to report directly to him about shortcomings in the utility maintenance of houses and called himself «a manager through and through».

«Friends, I have officially assumed office! I have taken up the duties of General Director of Management Company No. 2. […] As in all my affairs, I always rely on three main principles: integrity, deep knowledge of my business, and a reverent attitude toward citizens. I consider myself a manager through and through, I have been working in the housing and utilities sector since 2017. […] I fully understand that there are now certain issues, shortcomings, and flaws that have accumulated over past periods. But we will definitely change this situation for the better. […] If you have any complaints about the company's work, current problems with house maintenance, or you have been waiting for a resolution on some issue for a long time — please write to me in the comments or private messages.» — said the new General Director.

The management company LLC «UK No. 2 ZhKKh» in Tolyatti is one of the largest in the car city. As of July 2026, the company services 154 apartment buildings. These are mainly apartment buildings in the New City, located in the 1st, 3rd, 3a block, 5th, 6th, 7th, 8th, 11th and 3b. Office address: Tolyatti, Stepan Razin Avenue, 44V. For 2025, the company's profit went negative by 36 million 179 thousand rubles ($402,000 at current rates). Revenue for 2025 — 558 million 841 thousand rubles ($6,209,300 at current rates).

Dmitry Lavrus headed the management company LLC «Liga-Service» for several years and took the place of Ilya Yumatov, a well-known businessman in the car city. The latter was involved in a scandal that erupted in March 2025. The head of UK No. 2 became a defendant in a criminal case for allegedly embezzling funds from residents who had been faithfully paying for utility services. The total damage was estimated at 1 million rubles ($11,100 at current rates). Four years ago, the company owed huge sums to the tax authority — almost 500 million rubles ($5,556,000 at current rates) — and was litigating with the Interdistrict Federal Tax Service.

As for the new top manager, Dmitry Lavrus is not only a deputy, but also a boxer — he currently holds the position of Deputy Chairman of the Board of the Samara Regional Boxing Federation.

Last year, the Tolyatti resident was involved in a serious car accident and spent a long time recovering before returning to work. However, judging by his new ambitions, his health has fully allowed him to expand his sphere of influence: a few hours ago, the utility-deputy announced that he would also be managing several utility offices in the car city.
