On the afternoon of 21 July, a utility accident occurred in Yaroslavl on Sakharov Street, 29 in the Zavolzhsky District. Due to a pipe burst, a powerful fountain gushed from underground. Eyewitnesses reported that the water column reached several stories high.

As it turned out, on that day JSC Yaroslavskie Energosistemy (Yaroslavl Energy Systems) was conducting hydraulic tests of the heating network, during which the burst occurred.
The organization stated: «We shut off this section and continued the tests. At the moment, these networks are disconnected, and work will now be carried out to eliminate defective sections. Today, if they manage, they will start. Preparatory work will probably be done today. And tomorrow or the day after, everything will be fixed and water will be supplied as scheduled.»
Earlier, residents of a new building in Yaroslavl complained about a lack of hot water for a week. Water supply was promised to be restored four days after the shutdown, but due to repair work, the deadlines were extended.
