Mall built on car wash collapses; owner says 'trying to help'

NGS could not find a building permit for the structure.

The collapsed shopping center in Novosibirsk was built on the site of a car wash, according to city hall documents. A building permit could not be found on the official website. NGS has gathered all that is known about the construction of the building and the owner.
The building was expanded with a second floor in 2017, changing its use to a shopping center.

In the city hall documents found by NGS, it is stated that the building was constructed in a residential area, with permitted uses including shops. In 2014, the plot was empty; in 2015, construction began, but not for a shopping center, rather for a car wash.
The plot owner Sergey T., according to documents, built a car wash and later attempted to obtain the corresponding permitted use for the land plot. In 2016, the city hall refused this, citing violations of sanitary regulations and that the placement of the capital construction object does not comply with the General Plan. The owner also tried to reduce setbacks from Naumov and Odoevsky streets.
In 2017, a second floor was added to the car wash, designating the building as a shopping center.
According to Rusprofile, a namesake of Sergey T. currently owns three companies with a total turnover of 57 million rubles (approximately $570,000 at current rates) and revenue of 1.4 million rubles (approximately $14,000) in 2024. One of the organizations is engaged in ore and precious metal mining, and the other two — in installation and finishing works.
In a conversation with an NGS correspondent, Sergey T. stated that he is not the owner of the building. However, in the contacts of other people, according to GetContact data, he is listed as the owner of the structure on Naumov Street. A bit later, the journalist called Sergey again, to which he responded:
«I»m here trying to provide at least some help, and you [are interfering].«
One of Sergey T.«s companies deals with security system maintenance, as well as construction and engineering services — the organization has executed dozens of state contracts totaling 75 million rubles (approximately $750,000 at current rates).
