Lake Kaldy Resort Owner Charged Over Child's Death

The resort owner will face charges in court for the death of a child at Lake Kaldy, where the emergency occurred. She is accused of providing services that do not meet safety requirements. On the territory of the resort, according to the investigation, the duty of lifeguard sailors was not properly organized. This was reported on Tuesday, January 21, by the regional prosecutor«s office and the investigative committee.
The emergency occurred on the afternoon of August 1, 2025. A random swimmer found the child«s body five meters from the shore, and attempts to resuscitate the boy were unsuccessful. It was revealed that the four-year-old boy was resting on the beach with his younger brothers and grandfather. Initially, a criminal case was initiated under the article for causing death by negligence, later it was reclassified and charges were brought against the resort owner.
According to the service «Kontur.Fokus», the defendant was registered as an individual entrepreneur. She opened the individual enterprise in 2023, indicating «providing places for short-term accommodation» as the main type of activity. In December 2025, the individual enterprise was closed.
«According to the investigation, the accused, being the owner of the »Kaldy« resort on the lake shore, provided paid services for short-term accommodation of citizens,» said senior assistant regional prosecutor Natalya Mamayeva. «The accused did not properly organize the duty of lifeguard sailors at the rescue post on the equipped beach with a pontoon. At the resort, there was one sailor who also carried out garbage cleanup.»
At some point, the boy was left unattended, went into the water, and drowned. The criminal case will be considered in the Kunashaksky District Court. The first hearing in the criminal case is scheduled for Friday, January 23.
For providing services that do not meet safety requirements (clause «v» of part 2 of Article 238 of the Criminal Code of the Russian Federation), various penalties are provided — from a fine of 150 thousand rubles (approximately $1,500 at current rates) to six years of imprisonment.
