Fire destroys part of Vsevolozhsk factory
On the evening of 20 July, a large fire broke out at a plastic packaging production facility in Vsevolozhsk. The flames destroyed about a third of the building, structures collapsed, and no casualties were reported.

Emergency services received a fire alarm at the production and warehouse building on Vsevolozhsk Prospect at 23:10. By 1:35 on 21 July, the fire was contained, and open flames were fully extinguished by 3:05, according to the Main Directorate of the Ministry of Emergency Situations (MCHS) for the Leningrad Region.

The complex had an area of about 18,000 square meters. The flames destroyed approximately one-third of the building, and some structures collapsed. No people or animals were inside, so evacuation was not required. The cause of the fire is being investigated by the MCHS inquiry.
The address of the burnt complex is registered to Rinsler Pack (brand Rinsler Pack), which produces plastic bottles, caps, and other packaging for cosmetics and household chemicals. The company also offered containers with a soft-touch coating, giving a matte and velvety surface. Company representatives declined to comment on the consequences of the fire.
The extent of the damage and the timeline for restoring production have not yet been determined.
The creation of this production facility in Vsevolozhsk was announced at the St. Petersburg International Economic Forum (SPIEF) in 2025. Then Leningrad Region Governor Alexander Drozdenko and Rinsler Pack Director Denis Ilyin signed an agreement on import-substituting production of packaging for perfumery, cosmetics, and household chemicals. The investment volume was estimated at 840 million rubles ($9,333,300 at current rates), and the company planned to create 177 jobs.
According to the project, the plant was to produce more than 91 million unprinted bottles, over 22 million printed bottles, and about 237 million caps annually.
Rinsler Pack is owned by Terra Plast, which produces pet food, cosmetics, and pet care products — shampoos, sprays, lotions, vitamin supplements, and parasite treatments. The general director of both organizations is Denis Ilyin.
According to the SPARK business database, Rinsler Pack«s revenue last year was about 208 million rubles, and its net loss was 72.3 million rubles. The company employed about 30 people. The affected premises were leased from Agrotrade.
