Black smoke and collapse worth 840 million rubles
On the evening of July 20, a large fire broke out in a production and warehouse building in Vsevolozhsk. The fire destroyed about a third of the complex and damaged a plastic packaging plant with investments of 840 million rubles ($9.3 million at current rates).

The fire at the building on Vsevolozhsky Prospekt began on July 20 at 23:10. Rescuers localized the fire by 01:35 and extinguished the open flame at 03:05. The building«s area was about 18,000 square meters, of which approximately a third was destroyed by fire, and part of the structures collapsed. At the time of the fire, there were no people or animals inside, and no evacuation was conducted. The cause of the fire is being investigated by the EMERCOM inquiry.

The joint-stock company Rinsler Pack (Rinsler Pak), operating under the brand Rinsler Pack, is registered at the address of the burned building. The company produces plastic bottles, caps, and other packaging for cosmetics and household chemicals, including containers with a soft-touch coating — a matte and velvety surface. Company representatives declined to comment on the consequences of the fire. The building was leased by Agrotrade LLC.
The launch of this production facility in Vsevolozhsk was announced at the St. Petersburg International Economic Forum (SPIEF) in 2025. An agreement on import-substituting production of packaging for perfumery, cosmetics, and household chemicals was signed by Leningrad Region Governor Alexander Drozdenko and Rinsler Pack Director Denis Ilyin. The volume of investments was estimated at 840 million rubles ($9.3 million at current rates), and 177 jobs were planned. According to the project, the plant was to produce more than 91 million bottles without printing, over 22 million printed bottles, and about 237 million caps annually.
Rinsler Pack is owned by Terra Plast, which produces feed, cosmetics, and pet care products, including shampoos, sprays, lotions, vitamin complexes, and parasite treatments. The general director of both companies is Denis Ilyin. Rinsler Pack«s revenue last year amounted to about 208 million rubles ($2.3 million at current rates), with a net loss of 72.3 million rubles ($803,300 at current rates). The company employed approximately 30 people. The extent of the damage and the timeline for restoring production have not yet been determined.
