Uktus high-rise residents outraged over fivefold utility bill hike

Residents of a Yekaterinburg apartment building were shocked when their January utility bills showed a fivefold increase for common electricity charges. The Unified Settlement Center stated the charges are correct.

Residents of the apartment building at Roshchinskaya Street, 46/2 received their January utility bills and were shocked by the amount for electricity used for common property maintenance.

The common electricity charge increased from 130 rubles in December to 717 rubles in January.

“In the December 2025 bill, the common electricity charge for a two-room apartment was 130.76 rubles (about $1 at current rates), but in the January 2026 bill, the amount increased five and a half times. How could the meter readings jump so much? How much elevator riding or setting up a mining farm would that require?” exclaimed Denis.

According to him, neighbors also noticed the sharp increase in the bill. The management company «Roshchinskaya» told E1.RU that the charges are made by the Unified Settlement Center (Edinyy Raschetnyy Tsentr, ERC), and the management company only transmits the readings. Residents who want to understand the situation were advised to contact the management company office individually.

“The charges were made correctly—based on the readings of the building«s common meter, transmitted to us by the management company. In January, a significantly larger volume was transmitted than in December. Hence the amount,” explained the ERC.

They noted that for December, the management company transmitted the readings four days earlier than usual. The building«s residents have already filed a collective complaint via the »Gosuslugi Dom« (State Services for Home) app.
