Two Scandalous Management Companies Leave Residents in Debt

In Yekaterinburg, residents of several houses managed by scandalous management companies linked to utility baron Viktor Starokozhev have gotten into a mess.

Two companies — OOO "UK ZhK «Admiralsky»" and OOO "UKIKO" — did not pay for electricity, which is why the supplier, Yekaterinburgenergosbyt (JSC "EENS"), will conclude direct contracts with residents. Consumers must submit meter readings themselves by March 1, otherwise there will be unpleasant legal consequences, the Sverdlovsk Regional Energy Commission reported.

The list includes the elite residential complex "Admiralsky" and the historic mansion of merchant Ryazanov, an architectural monument, where people still live.

The founder of OOO "UK ZhK Admiralsky" is OOO "Delo", owned by the wife of utility baron Viktor Starokozhev.

In August 2025, he was detained by security forces. The Investigative Committee opened a criminal case for fraud. On August 7, the Central District Court of Chelyabinsk placed Starokozhev under house arrest.

• Yumasheva, 1;
• Yumasheva, 3;
• Akademika Sakharova, 29, building 2.

OOO "UKIKO":

• Korotkiy Lane, 4, building A;
• Kuybysheva, 40.

Residents will receive their first bills in April 2026. They need to take meter readings themselves and submit them to the new supplier no later than May 1, 2026.

What debts!

The press service of Yekaterinburgenergosbyt (EENS) told E1.RU that as of today, the debt of UK ZhK "Admiralsky" is over 6.5 million rubles (about $70,000 at current rates), and UKIKO is about 1.5 million rubles (about $16,000).

Both management companies must transfer data to EENS, on the basis of which new personal accounts will be opened.

"In the absence of current meter readings, charges will be made according to the consumption standard established by Sverdlovsk Regional Energy Commission Resolution No. 130-PK, with subsequent recalculation based on readings after they are provided," EENS noted.

The company advised residents to submit copies of documents confirming ownership of the energy supply object (passport, extract from the Unified State Register of Real Estate or certificate of ownership), phone number, email address (if available), and information about the meter (type, number, readings).

Documents can be submitted remotely via:

• the "Internet Reception" section on the official website of JSC "EENS", selecting the topic "Energy Supply Contract";
• the personal online account on the EENS website after receiving bills for March 2026, which will indicate the personal account number.

At the same time, charges for the maintenance of common property will continue to be made by the management companies.

Recall that residents of houses managed by Viktor Starokozhev«s companies have repeatedly complained about the inaction of the management companies. For example, during frosts, residents of a house in Gorny Shchit were left without heating, and in the same residential complex "Admiralsky", they could not deal with a flooded basement for several days.

Also, two other management companies of the utility baron, servicing two hundred houses, have enormous debts. Their residents have started receiving additional bills.
