Tolyatti deputies criticize switch to per-person waste payment

Tolyatti City Duma received a proposal to change the principle of charging for solid municipal waste (SMW) removal for residents of apartment buildings. It suggested switching from calculation based on apartment area to calculation based on the number of actual residents.
However, most deputies expressed skepticism about an immediate switch to the new system.
«Calculations based on current tariffs give the following picture. The amount for waste removal service in a bill for an apartment of 50 square meters is currently about 300 rubles ($3). If the per-person calculation principle is adopted, the amount will increase by 1.5 times for three residents living in the same area and double for a family of four,» the Tolyatti parliament stated.
The deputies decided to calculate how the changes would affect payments for Tolyatti residents and then return to the issue.
«Implementation of this initiative should be postponed until all necessary economic justifications are obtained,» the Duma summarized.
Earlier, the Minister of Natural Resources of Samara Oblast told in an exclusive interview with 63.ru about what would happen if square meters stopped littering. He spoke about the need for economic justifications.
«It is important to make it comfortable for everyone. We continue to work here with the generation standard together with the Committee for Price and Tariff Regulation (CPTR). And an important point — if anyone still holds beliefs that changing the calculation method will lead to a reduction in payment — perhaps we cannot talk about that, because miracles do not happen,» the minister noted.
