Russian families will find it easier to apply for mortgage holidays. The new rules will take effect from 1 September 2026 and will apply to parents who give birth to or adopt a second and each subsequent child.
According to the Ministry of Labour and Social Development of Murmansk Oblast, it will no longer be necessary to confirm a deterioration in financial situation to receive this support measure. Previously, one of the main conditions was a decline in family income, but after the changes take effect, the mere fact of a child’s birth will be the basis.
Families with a second, third, or any subsequent child will be eligible for mortgage holidays. An equivalent opportunity is provided for those who have adopted a child.
The age of older children does not matter. In the case of adoption, the benefit can be used provided the child is under 18 years old and no more than one and a half years have passed since the adoption was finalized.
