In the Novosibirsk Region, an inspection of the healthcare system has been completed. It was conducted by employees of the Federal State Budgetary Institution «Central Research Institute for Organization and Informatization of Healthcare» (CRI OIH) of the Russian Ministry of Health.

Federal specialists visited FAPs (feldsher-midwife stations) in Izdrevaya and Karpysak, a medical outpatient clinic in Novolugovoye, a local hospital in the village of Gorny, polyclinics No. 16 and No. 27, Toguchin Central District Hospital, Novosibirsk Clinical District Hospital No. 1, Hospital No. 11, the Regional Hospital, the Oncology Dispensary, the ambulance station, and the Medical Information and Analytical Center.

According to the experts, the region«s outpatient and polyclinic network is used more efficiently than the average for Russia and the Siberian Federal District. The same situation applies to the work of inpatient facilities. In addition, the availability of modern, including high-tech, equipment in medical organizations turned out to be above the national average.

Separately, the specialists noted the development of the oncology service. A network of outpatient cancer care centers has been created in the region, where patients can undergo diagnostics, receive chemotherapy, and be under dispensary observation close to their place of residence. Positive assessments were also given to the practice of medical staff internships at the Regional Hospital and the digitalization of subsidized drug provision using telemedicine technologies.

At a meeting with the participation of Deputy Governor Konstantin Khalzov, Regional Health Minister Rostislav Zablotsky, and the leadership of the regional Ministry of Health, it was emphasized that such results were achieved thanks to the systematic work of the Novosibirsk Region government on healthcare development and the implementation of national projects.

Based on the audit results, federal experts prepared recommendations for further improving the system:

adjust the operating hours of medical organizations taking into account the needs of working residents;

  • continue the transition to electronic document flow;

  • improve the organization of patient reception by separating flows for emergency care, preventive examinations, and consultations.
