In Yaroslavl, the Zavolzhsky District ZAGS (Russian civil registration office) located at 1 Sergo Ordzhonikidze Street has temporarily suspended operations.

Residents of Zavolzhsky District are advised to use the ZAGS office at 1 Vasilkova Street in the Krasny Bor settlement.

On 20 January, the Yaroslavl Region ZAGS department explained that state services are currently being provided only to citizens who have previously made an appointment.

«In accordance with federal legislation, ZAGS services are provided on an extraterritorial principle (one can apply to any ZAGS office in the region regardless of place of residence or stay),» the department clarified.

According to reports from local residents on social media, the office has not been accepting citizens since 12 January 2026.

As an alternative, Yaroslavl residents are advised to apply to the ZAGS office in the Krasny Bor settlement.

The situation is connected with a reform under which, starting 1 January 2026, ZAGS functions in the region have been transferred to the justice agency.

This has led to a reduction in staff.

At an extraordinary meeting of the regional duma on 25 December 2025, acting head of the civil registration office Alexander Anisimov reported that the reduction would be about 30%.

«There were 66 employees, 51 will remain,» he said.

Governor Mikhail Yevrayev earlier noted that ZAGS employees would become state civil servants with a salary increase of 41%.

As a result, the average income will rise to 70,400 rubles (approximately $770 at current rates).

Optimization of the number of employees in regional and municipal government bodies has been carried out in Yaroslavl Region since October 2022.
