Yaroslavl District Civil Registry Office Stops Operations

The civil registry office (ZAGS) in the Zavolzhsky District of Yaroslavl at 1 Sergo Ordzhonikidze Street has stopped operating. The institution said this is a temporary measure.

«Currently, state services in the civil registry office are provided only to citizens who booked an appointment earlier. In accordance with federal legislation, civil registry services are provided on an extraterritorial basis (you can apply to any civil registry office in the region regardless of place of residence or stay),» the civil registry office of Yaroslavl Oblast clarified on January 20.
According to local residents on social media, the Zavolzhsky District civil registry office has not been accepting citizens since January 12, 2026. Instead, Yaroslavl residents are being asked to go to the civil registry office in the settlement of Krasny Bor.

Reduction of Civil Registry Office Staff
Starting January 1, 2026, the functions of civil registry offices in Yaroslavl Oblast were transferred to a new government body — the Justice Agency. The reform was followed by staff cuts. This issue was discussed at an extraordinary meeting of the regional parliament on December 25, 2025.
«As of today, the reduction will be about 30%. There were 66 employees, 51 will remain,» said then acting head of the civil registry office department Alexander Anisimov.
Earlier, Governor Mikhail Evraev reported that civil registry office employees would become state civil servants. A salary increase of up to 41% is planned for them, which will raise the average income to 70,400 rubles (approximately $782 at current rates).
