Water and Heat Tariffs Recalculated in Voronezh Due to Supplier Failures

New water and heating tariffs in Voronezh have been set taking into account violations committed by resource-supplying organizations during the execution of their investment programs. The regional prosecutor«s office reported this on 20 January.
Tariffs in Voronezh are established on the condition that resource suppliers direct the funds received from the population to investment programs. These programs include, for example, modernizing networks, boiler houses, and treatment facilities. As the prosecutor«s office found, »RVC-Voronezh« and »RIR-Energo« failed to spend 24.5 million rubles (approx. $245,000 at current rates) on these purposes: the first company—16.9 million rubles (approx. $169,000), the second—7.6 million rubles (approx. $76,000).
«The regional prosecutor»s office has sent information to the regional ministry of tariff regulation about reducing the required gross revenue of the said regulated organizations when setting tariffs for 2026. <…> These sums have been excluded from the required gross revenue of these enterprises as unjustified expenses when establishing the tariffs,« the prosecutor»s office explained.
Another company that did not spend the funds received from the population as intended is the municipal solid waste management operator «Oblkommunservis.» It failed to purchase containers and waste bins worth 7.2 million rubles (approx. $72,000). Because of this, the garbage removal tariff should also have been recalculated.
