Volgograd Square Reconstruction Misses Deadlines
Reconstruction of Volgograd's main square, Fallen Fighters Square, was set to finish by 15 July but has missed deadlines, with key work still incomplete.

In Volgograd, the reconstruction of Fallen Fighters Square has not met the contract deadlines. Key stages, including laying granite slabs and installing small architectural forms, were planned to be completed by 15 July.
Contractors failed to meet the deadlines set in the contract for the reconstruction.

Volgograd Oblast Governor Andrey Bocharov stated on 14 March that the square is planned to become pedestrian-only, with passage for armored vehicles only during parades. «It is time to bring these facilities into proper condition and move forward with development,» he noted.

The idea of reconstruction was discussed five years ago. In 2021, Privolzhtransstroy prepared project documentation stating that the square is mainly used for parking and vehicle movement, not as a full pedestrian space. The project included fountains, flower beds, stands, and steel rail curbs.

On the evening of 14 May 2026, the Volgograd administration announced the closure of the square. That night, metal fences were installed, then heavy equipment was brought in. The customer of the work was the municipal budget institution Volgogradzelenkhoz, with the initial contract price exceeding 327 million rubles ($3,633,300 at current rates). The general contractor, the municipal budget institution Severnoye, reduced the price to 291 million rubles ($3,233,300 at current rates).

Severnoye hired two subcontractors through single-source procurement. The institution«s director, Pavel Tselkovsky, cited tight deadlines as the reason. A large contract worth nearly 300 million rubles was awarded to a company registered to social studies tutor Yekaterina Zudova.
The contract runs until 31 December, but all work must be completed by 1 August 2026.

The work schedule was as follows: relocation of the Alexander Nevsky monument by 20 June, dismantling and construction of retaining walls by 1 July, laying granite slabs and installing small forms by 15 July, installation of video surveillance and lighting by 20 July, and landscaping by 1 August. However, on 9 July, the administration reported that they had only just begun pouring the concrete foundation slab for the granite.
With only ten days left, completing the work is unlikely.

On 2 July, a record of an additional agreement to the contract appeared on the public procurement portal, but the document itself was not published. Pavel Tselkovsky promised to clarify the nature of the agreement, after which he stopped answering calls. A request has been sent to the Volgograd administration regarding a possible deadline extension and penalties.
Earlier, a similar situation occurred with Simbirtsev Square near the Gorky Library. According to the contract, work was to be completed by 1 April, but the governor stated in July 2025 that there was no need to rush, and the main thing was to finish by Victory Day (9 May). In fact, the square opened in June 2026, once again missing deadlines.
