Velda LLC Suspended for 30 Days

Bailiffs in Ozersk suspended operations of Velda LLC, which produces butter, ghee, milk fat, and spreads, for one month. The decision was made by the Ozersk City Court following an inspection conducted at the prosecutor«s request.

During the inspection, a violation of veterinary legislation requirements (Article 10.6 of the Code of Administrative Offenses of the Russian Federation) was detected. It turned out that the company had been issuing veterinary accompanying documents (VAD) in the Mercury system when no products or raw materials were in stock. On the day of the inspection, no one was at the production site, the warehouse was empty, but the system recorded three new VADs, and the production log showed an entry about the production of butter that did not actually exist.

It was established that the VADs were issued remotely from Chelyabinsk — there are no access points to Mercury on the company«s premises, and no authorized persons could be identified. A representative of Velda LLC fully admitted guilt, called the incident a mistake, and said the documents had already been canceled. He asked the court to impose only a fine, citing »the undesirability of breaching supply contracts and the contractual penalties, and the need to preserve jobs for employees.«

The prosecutor pointed out that the violation was repeated: in November 2025, Velda LLC had already been held liable for the same offense — issuing VADs without produced goods. At that time, the court imposed a fine of 15,000 rubles (approximately $160 at current exchange rates), which the company paid, but it did not learn its lesson. In June 2026, it was again caught in a similar violation.

The court found Velda LLC guilty under Part 1.1 of Article 10.6 of the Code of Administrative Offenses of the Russian Federation (repeated violation of animal quarantine rules or veterinary and sanitary regulations) and imposed an administrative suspension of operations for 30 days.

The Ozersk city branch of the bailiff service immediately initiated enforcement proceedings. Bailiffs went to the company«s premises to familiarize management with the procedural documents and carry out enforcement actions. It turned out that three legal entities, including Velda LLC, operate simultaneously at the butter plant site: each has one office space in a common room, a shared production workshop, and a warehouse. All three organizations use the workshop equipment on a schedule. To avoid infringing on the rights of the other legal entities, the bailiffs decided not to seal the machinery but instead to inspect production daily and monitor the integrity of the seals on the company»s computer.
