UFAS Orders Ural Sanatorium to Restore Water Supply

The antimonopoly service ordered OJSC Sanatorium Ural to restore water supply and wastewater services to LLC Prophylactorium Ural-Zlak (a health resort) by August 27, 2026.

Chelyabinsk Office of the Federal Antimonopoly Service (UFAS) of Russia recognized the actions of OJSC Sanatorium Ural as violating Clause 4 of Part 1 of Article 10 of the Federal Law «On Protection of Competition». The company was ordered to restore cold water supply and wastewater services to LLC Prophylactorium Ural-Zlak (a health resort) by August 27, 2026.

The basis for the inspection was a complaint from the prophylactorium. Both organizations operate on the territory of Uvelsky Municipal District in Chelyabinsk Oblast, Russia, providing hotel, sanatorium, and health-improvement services.

OJSC Sanatorium Ural is a water supply and sewerage organization. The parties had long-standing contractual relations for water supply and wastewater services. In October 2025, the sanatorium unlawfully stopped water supply, and in January 2026, it also disconnected wastewater services.

As a result of these actions, the prophylactorium could not accept and accommodate guests. The UFAS found that the sanatorium abused its dominant position, thereby violating antimonopoly legislation. Furthermore, the suspension of services contradicted:

  • Decree of the Government of the Russian Federation No. 644 of July 29, 2013 «On Approval of the Rules for Cold Water Supply and Wastewater Disposal»;
  • Article 21 of Federal Law No. 416-FZ of December 7, 2011 «On Water Supply and Wastewater Disposal».

The question of bringing OJSC Sanatorium Ural to administrative responsibility will be considered additionally by the Chelyabinsk UFAS. The company is ordered to remedy the violation within the specified timeframe.
