Sochi Mayor Demands Urgent Cleanup of Waste Overaccumulation

Sochi Mayor Andrey Proshunin has ordered the urgent elimination of local overaccumulations of municipal solid waste and the implementation of a comprehensive approach to garbage removal.

A working meeting on the handling of municipal solid waste and bulky waste was held in the Sochi administration. It was attended by Sochi City Assembly Chairman Viktor Filonov, deputy mayors of Sochi, heads of relevant administrative departments, heads of intra-city districts, contractors for district customer directorates, heads of the regional operator for municipal solid waste management JSC «Krayzhilkomresurs», and the household waste removal and disposal company LLC «Profiservice».

The head of the resort demanded that priority measures be taken to eliminate the emerging «local overaccumulations of municipal solid, bulky, and construction waste at city sites,» and to promptly implement a comprehensive approach to the removal of all types of waste. This is in light of changes to the rules for consumer waste storage and container site maintenance introduced by Russian Government Decree No. 293, which took effect on 1 September 2025.

— Last year, there was a certain framework for interaction on city cleaning: until 1 September 2025, this task was performed by the regional operator. With the change in legislation, this responsibility has been redistributed to site owners—the municipality and legal entities. Today, a comprehensive approach to performing this task has been developed, which is to be tested in practice, — said Sochi Mayor Andrey Proshunin.

According to him, additional funds will be allocated in the near future for collecting waste from the ground into designated containers and bunkers. It turns out this requires preparation; a technical specification has been developed, and the contract is planned to be signed in March.

— It is necessary to urgently begin the elimination of waste overaccumulations, which residents report to us every day. We also plan to increase the number of containers by 1,800 units before the start of the summer season. To combat illegal dumping of construction waste, we are expanding the fleet of surveillance cameras with face and vehicle license plate recognition. Thanks to all these measures, city residents will be able to see the results of our work in the near future, — promised Proshunin.

Facts about violations of waste storage rules recorded by video cameras and city residents are transferred to law enforcement agencies to bring the guilty to administrative responsibility.

To request an additional container, residents can submit a collective written appeal to the Department of Municipal Services of the Sochi Administration at the address: Roz Street, 48 «A», 4th floor (a passport must be presented).

In Sochi, 50 sites for the storage of bulky waste have also been designated; these are specially designated places where residents can take bulky waste themselves or with the involvement of specialized organizations.

Since 1 September 2024, federal norms have been in effect that prohibit the storage of hazardous and non-intended types of waste in MSW containers. These include burning or hot waste, snow and ice, mercury-containing lamps, batteries and accumulators, medical waste, tires, as well as construction and repair waste. Placing waste outside containers or in accumulators for other types of waste, including storing wood trimmings at MSW sites, is also prohibited.
