A foundation apron has collapsed near a building on Kostycheva Street in the Raduzhny microdistrict of Irkutsk. Residents fear the high-rise is beginning to deteriorate and that a critical situation may arise. A post about the incident was published on the Telegram channel «Svodka 38.»

«On 11 July, the foundation apron collapsed at a nine-story building. Concrete slabs went underground, and there is a deep hole under the balconies. Heavy blocks are hanging in the air. The dangerous area is only cordoned off with warning tape, and right next to it is a children»s playground. Residents are panicking: the ground is moving away from the foundation, and the management company hasn«t started repairs for a week. They say there is no money,» the publication states.

The post also includes striking photos showing a large hole that has indeed formed under the balconies. Pieces of concrete lie in it, and the entire area is only fenced off with tape.

According to the State Information System for Housing and Communal Services (GIS ZhKKh) portal, the high-rise at 10A Kostycheva Street was built in 1989. The building has been managed by the management company «Raĭon Komforta» since 2017.

A representative of the management company told an IrCity journalist that U.K. representatives met with specialists from the Irkutsk city administration on Friday, 17 July. The issue of repairing the building was discussed, but they could not say when exactly work would begin, as none of the management was present at the time of the call.

The press service of the Irkutsk city administration responded to an IrCity inquiry, saying that on Friday the management company confirmed that work to eliminate the defects in the building will begin this week.

According to the Kontur.Focus system, the management company «Raĭon Komforta» was registered in January 2016. The general director is Vyacheslav Korytov, and the company is owned by Artyom Kholkin.

Revenue for 2025 amounted to 42.6 million rubles (about 473,300 USD at current rates), and net profit was 120 thousand (about 1,300 USD at current rates).
