Russia to Introduce New Driver Training Programs

Starting March 1, 2026, updated driver training programs will take effect in Russia, allowing online theory study and increasing practical hours.

As reported by Pavel Fedyaev, First Deputy Chairman of the State Duma Committee on Transport, starting in March, new training rules for future drivers will begin operating in driving schools.

Key changes will affect both the theoretical and practical parts. Now, driver candidates will be able to study theory entirely in a remote format.

The first aid course for road traffic accidents will be updated. Moreover, the program will include:

  • rules for interacting with users of personal mobility devices (PMDs);
  • procedures for using electronic documents, such as digital driver«s licenses and compulsory motor liability insurance (OSAGO) policies.

In the practical block, for those wishing to obtain a category «B» license, the number of training hours will be increased.

Driving skills practice will be allowed not only on standard driving ranges but also on the premises of automotive enterprises.

To open a new driver«s category, it will not be necessary to complete a full training course — it will be sufficient to master the corresponding additional module.

The updated model programs, approved by order of the Ministry of Education, will come into force on March 1, 2026, and will be valid for six years — until 2032 inclusive.
