Rostov Region Sets First Paid Parking Rates

Authorities have established maximum parking fees that will be revised each year based on local income and transport costs.

Authorities have set the maximum fee for paid parking in Rostov Region. The document was signed by Deputy Governor Alena Belikova and has already come into force. This is what Rostov authorities were waiting for to revise the paid parking tariff.

The main purpose of the document is to approve the methodology for calculating parking fees. It also sets the maximum fee depending on the type of vehicle. For categories A and M, it is 50 rubles per hour (about 1 USD), for category B — 100 rubles per hour (about 1 USD), and for other categories — 195 rubles per hour (about 2 USD).

Importantly, from now on these prices will be revised annually based on changes in the average monetary incomes of Rostov Region residents, public transport tariffs, and other indicators. The parking fee can be reviewed no more than once every three months.

Currently, the paid parking network in Rostov Region exists only in Rostov. It has been operating since 2016, and the tariff has not changed since then — 35 rubles per hour (less than 1 USD). In April 2025, the city«s road department director Denis Vodopyanov explained that authorities have long wanted to increase it.

“In order for us to have the opportunity to revise the tariff, the government of Rostov Region must approve this methodology. It has been developed, and accordingly, after it is adopted, we will consider this issue,” the Donnews.ru publication quoted him as saying.

Now this methodology has been approved. According to preliminary calculations voiced by Vodopyanov, in Rostov the paid parking tariff could double — to 70 rubles per hour (about 1 USD).

The paid parking in Rostov was created by an investor under a concession agreement — the company “Rostovskoye Parkovochnoye Prostranstvo” (Rostov Parking Space). The contract is valid until the end of 2027. According to SPARK data, the company is owned by Muscovite Yelena Assessorova. The company«s revenue over the years of operating the paid parking system in Rostov has consistently grown and reached 57.2 million rubles (about 635,600 USD) at the end of 2024. However, the enterprise has never shown a net profit. The smallest net loss was in 2024 — 25.8 million rubles (about 286,700 USD).

However, as stated in the document signed by Belikova, “the priority goals of introducing fees for using paid parking are not profit extraction,” but ensuring accessibility of areas and facilities, as well as improving the efficiency of traffic organization.

Rostov«s budget earns significantly more from paid parking than “Rostovskoye Parkovochnoye Prostranstvo”. In the last three years, it has been over 100 million rubles per year (about 1.1 million USD). Up to 90% of this amount comes from fines for non-payment of parking.

As reported by 161.RU, from April 1, 2026, the fine for non-payment of parking in Rostov Region is planned to be doubled — from 1,500 to 3,000 rubles (about 17 to 33 USD).
