Rostov Oblast Establishes Paid Parking Tariffs

The government of Rostov Oblast has approved maximum rates for paid parking use. The relevant document was signed by Deputy Governor Alena Belikova and has already come into force. This decision will allow the authorities of Rostov-on-Don to adjust the current rates in the city.
The new regulation establishes a methodology for calculating fees and sets maximum levels for different types of vehicles:
- 50 rubles per hour for motorcycles and passenger cars (categories A and M) (about $1 at current rates);
- 100 rubles per hour for category B vehicles (about $1 at current rates);
- 195 rubles per hour for vehicles of other categories (about $2 at current rates).
The approved tariffs will be reviewed annually. Adjustments will be made based on the dynamics of average monetary incomes of the region«s residents, changes in public transport fares, and other economic indicators. The parking fee can be changed no more than once every three months.
To date, the paid parking network in the region operates only in Rostov-on-Don. It has been in operation since 2016, and throughout this time the tariff remained unchanged at 35 rubles per hour (about $0 at current rates). Back in April 2025, the director of the city«s road department, Denis Vodopyanov, explained that the authorities have long intended to increase it.
«In order for us to have the opportunity to review the tariff, the government of Rostov Oblast must approve this methodology. It has been developed, and accordingly, after it is adopted, we will consider this issue,» Vodopyanov stated.
Now the necessary methodology has been approved. According to preliminary calculations previously voiced by Vodopyanov, this could lead to a doubling of the tariff in Rostov to 70 rubles per hour (about $1 at current rates).
Paid parking zones in the city were created by the company «Rostovskoye Parkovochnoye Prostranstvo» (Rostov Parking Space) under a concession agreement valid until the end of 2027. According to SPARK data, the enterprise is owned by Muscovite Elena Assessorova. The company«s revenue has steadily grown and amounted to 57.2 million rubles (about $635,600 at current rates) for 2024. However, the organization has never made a net profit; the smallest loss was recorded in 2024 and amounted to 25.8 million rubles (about $286,700 at current rates).
As indicated in the document signed by Belikova, the priority goals of introducing parking fees are not profit generation but ensuring area accessibility and improving traffic organization efficiency.
The budget of Rostov-on-Don earns significantly more from parking—over 100 million rubles annually in the last three years. Up to 90% of this amount comes from fines for unpaid parking.
It was previously reported that from April 1, 2026, the fine for unpaid parking in Rostov Oblast is planned to be doubled from 1,500 to 3,000 rubles (from about $17 to $33 at current rates).
