Residents oppose 23-story towers on Krugloye Lake shore

Apartment owners in several housing complexes on Mys — ZhK «Pervaya Liniya» (First Line), ZhK «Finsky Zaliv» (Finnish Gulf), ZhK «Gavan» (Harbor), ZhK «Plyazh» (Beach), and ZhK «Zelyony Mys» (Green Cape) — are asking the city administration and developer to adjust the plans for implementing the KRT (comprehensive development of territory) program. Several weeks ago, residents learned that 23-story high-rises could soon appear right next to their homes.

«In our area there are no buildings taller than 10 floors, but here right on the lake shore they want to put high-rises that could block all the light and disrupt the ecosystem,» residents complain.

Residents, who may soon have another new residential complex as a neighbor, are divided into two camps. Some are categorically against any construction on the shore, while others understand that the land was awarded to the developer under the KRT program and buildings will appear anyway. But they ask that the specifics of the district, which still lacks a clinic, kindergartens, and a proper access road, be taken into account during construction.

«We ask for lower building heights because we fear that our district will simply suffocate if another complex with more than 2,000 apartments appears. Our only narrow, winding road is already heavily congested. Fire trucks cannot reach some homes in ZhK »Pervaya Liniya,«» residents of Mys complain.

Residents have outlined all their concerns and arguments in a collective appeal that has already been signed by several hundred people. They ask to increase the capacity of the clinic that is only planned to be built here and to solve the transport accessibility issue. Apartment owners in ZhK «Pervaya Liniya,» which is just meters from the future construction site, also fear for the integrity of their high-rise buildings.

«The soil on the lake shore is very unstable, and there are already landslides near our homes that everyone ignores. When they start driving long piles for the high-rises next door, what will happen to our buildings? There is no guarantee that cracks won»t appear,« express fears residents of ZhK »Pervaya Liniya« and ZhK »Plyazh.«

What does the developer say?

The Paritet Development Group of Companies has signed a contract for comprehensive development of the territory in the Mys microdistrict and acts as the rightsholder of the land plot within the boundaries of Sudoremontnaya and Kulibina streets.

«The company will fulfill its obligations for the development of the territory, carry out large-scale improvement of the embankment, and build new social and residential facilities. As part of the development of the territory, an agreement has been signed between the city and the rightsholder for the construction of a new clinic for 100 visits per shift, and a sports infrastructure facility on the land plot within the boundaries of Sudoremontnaya and Kulibina streets,» the Paritet Development Group reported to 72.RU.

The developer clarifies that the project will be implemented in accordance with current legislation on urban planning activities and municipal legal acts of the city of Tyumen.

«At the moment, the project is at the concept stage. The creation of a multifunctional space through various recreation zones and a connecting pedestrian promenade is planned. In addition, an art object will appear on the territory to preserve and convey the »memory« of the place. And it is planned to reveal the natural potential through the creation of viewing platforms and ensuring access to water,» developer representatives specify.

In the near future, the investor will have to develop project documentation for the construction of the facilities, pass expertise, and coordinate the project with the Federal Agency for Fisheries (the placement of the facility within the boundaries of the water protection zone of Krugloye Lake and the Tura River — Editor«s note).

«An analysis of the height of the immediate surroundings of the projected plot showed an advantage of medium-rise and high-rise residential development. According to the developed concept, the project is proposed to be implemented in 4 stages. Residential buildings will be of variable height. The first line will have sections from 9 to 12 stories with a gradual stair-step transition to higher elevations,» the developer reveals plans.

To improve transport accessibility, the Paritet Development Group plans to create a turnaround area for public transport. In addition, the project provides for the creation of over 1,500 additional parking spaces, including near the clinic, and other sports and social facilities.

What does the administration say?

The Tyumen administration clarified that the construction project has not yet been coordinated and approved. Officials believe that the residents« concerns are premature.

And residents, who have already familiarized themselves with the preliminary plans for the KRT project implementation, are now trying with all their might to attract public attention. Activists are confident that the upcoming construction concerns the environmental safety not only of Mys residents but of the entire regional center.

«Residents of Tyumen, right now, without unnecessary noise, city authorities are rewriting the General Plan. Our common green zone, the floodplain of the Tura River, and the shore of the unique Krugloye Lake want to be poured with concrete and built up with multi-story high-rises in the water protection zone — right on the very bank of the Tura River, at the place where it connects with Krugloye Lake,» opponents of the upcoming construction write on social media.

Let us recall that earlier we told you about a similar conflict of interest related to the construction of a new residential complex on Tsiolkovsky Street in the center of Tyumen. Residents of houses located next to the future high-rises wanted to challenge the construction permit in court, but eventually abandoned this idea.
