Raid planned in Kazan for dog owners walking pets off-leash

In February, a raid is planned in Kazan targeting dog owners who walk their pets in parks without leashes. This was announced by the Main Veterinary Department of the Tatarstan Cabinet of Ministers.
Inspectors will go to the Gorkinsko-Ometyevsky Forest, where not only families with children but also dog owners walk daily.
They will also check if the animals are registered in the FGIS «VetIS» in the «Khorriot» component. In this unified database, all domestic dogs in Tatarstan must be registered within 30 days of purchasing the pet.
According to the veterinary department, dog owners in Tatarstan were fined 400,000 rubles (approximately $4,000 at current rates) in 2025 for failing to register their animals.
Mandatory registration was introduced in Tatarstan on January 1, 2025. To register a dog, it must be microchipped. This can be done at state or private clinics. The editorial team of 116.RU previously reported in detail on the new rules for keeping pets.
Requirements for keeping pets were tightened after an increase in dog attack cases. Recall that a terrible tragedy occurred in 2024 in Samosyrovo (in Tatarstan), where a woman was mauled to death by dogs. The trial of the owner of the industrial base near where it happened is still ongoing. The Investigative Committee believes that the dogs that tore the woman apart belonged to him.
And in December 2025, a girl died in Kazan after being attacked by dogs in the village of Vasilyevo (in Tatarstan). A criminal investigation is currently underway.
Animal attacks did not stop after that. Last week, a pack of dogs that attacked a mother and daughter in Zelenodolsk was taken to a shelter. It turned out that the animals have owners who let them roam freely on the street. Despite assurances that their dogs are not a threat, they will not be returned to the owners.
