Owners of Premises on Millionka Oppose Its Redevelopment

Owners of premises on Semyonovskaya can vote and decide to exclude this residential building from the project for the Comprehensive Development of Territory (KRT) in the Millionka area. However, only those with residential apartments — this was revealed to residents at a meeting of the Vladivostok City Administration regarding the redevelopment of the historical quarter.

According to one resident, owners of non-residential premises will not be asked. And those who own residential property are far fewer than the total number of apartments and premises. She told about this in a video published in the Telegram channel «NEWS.VL | Vladivostok and Primorye».

«Why did the administration decide that only owners of residential premises in this building should participate in such a vote? There are absolutely fewer of them in this residential building than owners of non-residential premises. This position of the administration is not consistent with the norms of the Urban Planning Code, which regulate the procedure for comprehensive development of the territory, nor with the norms of the Housing Code, which states that owners of non-residential premises in an apartment building have absolutely equal rights with owners of residential premises,» explained the woman.

The city administration did not comment on the information at the time of publication.

Some are confident that the reconstruction plans may collapse and eventually a new development will appear on this site. Currently, the city administration plans to redesign the street«s appearance in a Russian style with wood and recognizable facades. The KRT of Millionka was approved back in May 2026; the objects included in the reconstruction can be viewed here.

According to preliminary renderings, Semyonovskaya, 5a, could be turned into a building in the Russian style with window casings, carvings, and large windows. The potential height of the building will be no more than 25 meters (82 ft). The authorities have not yet presented visual concepts for other objects.

In defense of Millionka, a tour guide spoke out — Elena Kobeleva. She had previously expressed her opinion about the project on her Telegram channel and criticized it. In her view, after the renovation, the city risks losing one of the most atmospheric corners of the historical center, which they want to turn into a modern public space or business center.

She noted that the building needs restoration, but not a remake of its image and recognizable face. Currently, Millionka is one of the main tourist destinations that tourists strive to visit and where locals stroll.

Since the Millionka territory is within the boundaries of a cultural heritage site and protected zones, the investor is prohibited from increasing the building volume of historical structures, changing their height, using modern facade materials, or violating the historical appearance of the quarter. Only restoration, reconstruction without increasing dimensions, and landscaping are permitted.
