Novoselki Waste Complex Design Approved for 14B Rubles

The City Planning Committee has approved the project for a waste processing complex in Levashovo. The construction cost is 14 billion rubles (about $156 million at current rates).

The Committee for Urban Planning and Architecture of St. Petersburg has approved the external design of the Novoselki production complex. The conclusion on this was published on the department«s official website on January 21.
The contractor for the design, construction, and equipping of the facility was selected in November 2025 following a tender, with a total cost reaching 14 billion rubles (about $156 million at current rates).
The main financing will be provided by Russian Environmental Operator. The company issued «green» bonds, which were fully purchased by Sberbank.
The complex will be built in Levashovo next to the closed Novoselki landfill, where reclamation is currently underway. The plant«s capacity will be 600,000 tons of waste per year, matching the indicators of the Volkhonka Waste Processing Complex.
According to the technical specification, waste streams will be distributed as follows:
  • 90% — to the main sorting line,
  • 9% — to the bulky waste line,
  • 1% — to the separately collected waste line.
It is planned to select 15% of secondary resources, including paper, metal, plastic, and glass. Another 20% will constitute raw material for producing RDF fuel, and 40% will be screenings with a fraction of less than 80 mm, which will be sent to the composting area.
