New Traffic Police Chief Appointed in Togliatti

A personnel rotation has taken place in Togliatti«s law enforcement agencies. A new head for the city traffic police has been appointed, with the order signed by the head of the regional Ministry of Internal Affairs (MVD) Main Directorate.

Police Lieutenant Colonel Alexander Efanov has taken over as head of the Togliatti State Traffic Inspectorate (GAI), officially assuming the role on 19 January 2026, the city«s traffic police reported.

Alexander Efanov is a career officer of the Ministry of Internal Affairs (MVD) with many years of service. He began his service in 1995 as a junior traffic inspector. Almost his entire career is linked to Samara Oblast, where he steadily rose through the ranks.

At his previous position, which he held for seven years, Efanov headed the traffic police department in Stavropolsky District. Before that, from 2016 to 2018, he was deputy head of the department in Syzran, overseeing administrative law issues.

Lieutenant Colonel Efanov is a qualified lawyer — in 2018, he received higher education at Togliatti State University, majoring in jurisprudence.

During his service, he has been repeatedly commended by leadership. He has over 20 departmental awards to his credit. Among them are three «For Excellence in Service» medals (I, II, and III degree) and a «For Valor in Service» medal, added the city traffic police.
