Rostov authorities have announced the purchase of a modular building for housing a clinic in the Suvorovsky microdistrict. The customer is City Hospital No. 41. The state purchase was announced as part of the implementation of the regional state program «Healthcare Development». The land plot for construction has already been registered with the state. The purchase has been conducted.

At the end of March, Don Governor Yury Slusar — then still acting governor — ordered the start of construction of a new modular clinic in Suvorovsky in 2025. But the construction never began. Later, Yury Slusar stated that funds for the acquisition of a new modular clinic in Suvorovsky are allocated for 2026.

The existing clinic department operates with only 70 daily visit slots across two shifts.

Information about the state purchase of the facility was posted on January 19 of this year. Authorities began searching for a supplier at the end of December 2025. The initial cost of the facility is 270 million rubles (approximately $3 million at current rates). The modular clinic will be located at: Vavilova Street, 150. It will be designed for 250 visits per shift.

The supplier is required to complete the assembly of the facility by October 30, 2026 from the date of contract signing. The total area of the building«s premises is 1,498.5 square meters. According to documentation, the building will house offices for a gynecologist, ophthalmologist, epidemiologist, and other narrow specialists. At least seven offices for therapists are planned in the premises. A number of examination and procedure rooms are provided. Offices for a surgeon and otorhinolaryngologist, cardiologist and neurologist, urologist and endocrinologist will also be equipped.

The building will also have wards for a day hospital. A room for ultrasound and a mammography office are provided. The building will also be equipped with video surveillance cameras.

The only operating clinic No. 18 in the nearly hundred-thousand-person microdistrict is overloaded: doctors work in three shifts and see three times more patients than designed. It was noted that the launch of the modular clinic will be a temporary measure in solving the problem. The clinic was opened in 2019, and since then authorities have promised to supply it with doctors and narrow specialists, but there is a shortage of personnel and space for this.

After completion of the facility«s construction, the building will be transferred for indefinite use to City Clinic No. 41 in Rostov. The land plot specifically on Vavilova Street was discussed back in spring 2025. Then, the regional Ministry of Health stated that a permanent construction clinic would be erected on this site for residents of the large housing estate. The order from Yury Slusar to start construction of the modular clinic in 2025 was not fulfilled, after which residents of Suvorovsky again complained to the governor of Rostov Oblast.

Recall that the regional government also intends to accelerate the process of building a stationary clinic in Suvorovsky. Design has already been completed, state expertise has been passed, and the facility is included in the program for modernizing the primary healthcare level for 2026–2030. Note that a positive state expertise conclusion was received back in December 2023. The cost of building the clinic is nearly 2.5 billion rubles (approx. $27.8 million).
