Embezzlement and Environmental Damage Cases Sent to Court

The prosecutor of Kizilsky District approved indictments against the heads of Stroitelnaya Korporatsiya LLC and Stroygrupp LLC. Depending on their involvement, they are charged under Part 4 of Article 159 of the Criminal Code (fraud), Part 3 of Article 30 and Part 4 of Article 159 (attempted fraud), and Article 246 (violation of environmental protection rules during work).

According to investigators, in 2024–2025, the administrations of four rural settlements — Obruchevskoye, Zingeyka, Novopokrovka, and Put Oktyabrya — entered into four municipal contracts with Stroitelnaya Korporatsiya LLC worth a total of over 30 million rubles. The contracts were aimed at liquidating unauthorized landfills. The head of this company engaged Stroygrupp LLC as a subcontractor.

During the work, waste from the landfills was not transported to a specialized landfill but was buried on site using construction equipment to create the appearance of contract fulfillment. Subsequently, fake documents were submitted to the settlement administrations confirming the removal of waste to a landfill in Magnitogorsk. The damage to the municipalities amounted to over 25 million rubles (approximately $278,000 at current rates).

In 2025, law enforcement officers stopped the illegal actions of the accused during the implementation of a contract in the Put Oktyabrya rural settlement. Additionally, the director of Stroitelnaya Korporatsiya, who was responsible for complying with environmental legislation, buried waste of various hazard classes in the ground, causing environmental damage worth over 230 million rubles (approximately $2.6 million at current rates).

During the preliminary investigation, the accused voluntarily compensated part of the damage — over 8 million rubles. Their property worth over 17 million rubles has been seized. Pre-trial cooperation agreements have been concluded with the accused, and lawsuits have been filed to recover the damages. The criminal cases have been sent to the Agapovsky District Court (permanent judicial presence in Kizilskoye village) for consideration on the merits.
