In Yekaterinburg, residents of several large residential complexes have been left without parking due to a conflict between the developer and the company «Uralplastik,» which had been renting out the site. The parking lot was blocked off in an instant.

The parking was used by residents of several buildings at 9 and 11 Kosmonavtov Street, the «Kosmos» residential complex, and high-rises on Polimerny Lane.

«The parking lot is blocked with concrete blocks, and the remaining cars cannot drive out. The garbage collection area has been dismantled and moved onto the sidewalk. There is no information from »Uralplastik« regarding the future of the land plot,» an E1.RU reader reported.

To get to work in the mornings, residents now drive onto the roads across the lawn. There is simply no other way — everything is blocked.

The CEO of JSC «Uralplastik» is Viktor Petrovich Pavlyuk. He also owns JSC «Nasosny Zavod» (Pump Plant) at 15 Kutuzov Street.

The press service of the developer «PIK» did not comment on the incident, but one female resident managed to get an answer from them via a hotline. She was told that the land plot where the parking is located belongs to the company «Uralplastik.» The enterprise stopped cooperating with the developer in the first half of 2025, so «PIK» will no longer invest in the parking lot or nearby projects.

The entire parking lot will be handed over to another company, but it is unknown which developer is being referred to. The hotline also said they have abandoned plans to build a school and kindergarten nearby.

PIK is a federal developer operating across the country. It was founded in 1994. It entered the Yekaterinburg market in 2017, taking on the former territory of the «Uralplastik» plant, where the «Kosmonavtov 11» quarter is being built. Later, the developer began the «Iset Park» and «Utes» residential complex projects.

The company «PIK-Ural» was established in August 2014 but is still considered a small enterprise. The firm is registered in Moscow on Izhorskaya Street. The general director, listed since December 2020, is Dmitry Bugratsevich.

This is not the first such parking conflict on Kosmonavtov Street. Last time, in the summer of 2024, residents similarly had their exit blocked without explanation.

Before that, residents of the residential complex at 11 Kosmonavtov Street were outraged by the redevelopment of the quarter and delays in the handover of apartments. They successfully sued PIK for penalty payments.

Another project by the developer has also faced problems — apartment owners in the «Iset Park» residential complex complained about handover delays and argued over changes to the facade color.
