Chita house with rotten pipes gets capital repairs

A resident of an apartment building on Amurskaya Street, 23 in Chita waited over a year for capital repairs after pipes rotted and wiring became unsafe. After multiple complaints to authorities, the city finally included the building in the repair program for 2026–2028.

A resident of Chita spent more than a year seeking capital repairs for his apartment building at 23 Amurskaya Street, where pipes have rotted and old wiring cannot handle the load. He contacted the city administration and the Ministry of Housing and Utilities (MinZhKKh) several times, but inspections were not conducted and the building was not included in the capital repair program. The resident wrote about this to Chita.Ru. The city administration reported that they have scheduled capital repairs for 2026–2028.

The pipes in the building on Amurskaya have rotted from rust, and some lack valves to shut off the water. Sections that were previously repaired were installed incorrectly, so they could crack at any moment. Some pipes are leaking, and there is a periodic sewage smell in the building.

The thin aluminum wires in the building cannot handle the load, which could lead to a short circuit. Residents have collected 93% of the required contributions, and in summer 2025 the MinZhKKh responded to the applicant that the building was planned to be included in the capital repair program. However, this did not happen.

The resident wrote several appeals to the city administration, which replied that they had sent a request to the State Inspectorate of Zabaykalsky Krai to inspect the building. According to him, no inspections were ultimately conducted.

The Chita city administration responded to a request from a Chita.Ru journalist that the capital repair work will be carried out in 2026–2028. They also explained that one of the main criteria for including a building in the program is more than 90% of capital repair contributions from owners.

The commission may decide to carry out capital repairs earlier if the deterioration of common property does not ensure the safety of residents, if the collection rate of contributions exceeds 90%, and if the housing inspectorate has confirmed the need for capital repairs. After that, an application must be made to the State Inspectorate.
