Chelyabinsk Bailiffs Recover Over 13.3 Billion Rubles

The largest number of proceedings (about 743,000) were initiated based on court decisions in favor of credit organizations. In second place — recoveries from claims by housing and communal services enterprises and the fuel and energy complex (over 383,500). Rounding out the top three are fines from authorized bodies (290,700), of which 235,000 rulings were issued by the State Traffic Safety Inspectorate (GIBDD).

Of the total recovered amount of nearly 13.3 billion rubles, 3 billion ($33.3 million) were transferred to individuals, 9 billion ($100 million) to legal entities. About 1.8 billion rubles ($20 million) went to the consolidated budget of the Russian Federation. Compared to the same period last year, the total recovery volume increased from 11.7 billion rubles ($130 million).

As part of protecting citizens« labor rights, employees received over 19 million rubles ($211,100) in salary arrears. Alimony recovered totaled 2.1 billion rubles ($23.3 million) — that is 200 million rubles ($2.22 million) more than a year earlier.

If debtors« account balances are insufficient, bailiffs apply levies to property. In the first half of 2026, thanks to this measure, over 140 million rubles ($1.56 million) were transferred to claimants. A total of 6,654 property seizures were carried out, including 3,015 vehicles and 2,153 real estate properties.

33 units of confiscated property were transferred to the Ministry of Defense: 31 cars, one quad bike, and 87.5 cubic meters of timber.

In addition to account and property seizures, bailiffs applied restrictions on personal rights. More than 164,000 debtors were banned from traveling abroad, which helped recover 2.1 billion rubles ($23.3 million). About 3,100 non-payers were temporarily deprived of the right to drive vehicles — after which they paid off debts totaling over 574 million rubles ($6.38 million).
