Officials launch process to issue passport to mother after 28 years

Voronezh officials are working to quickly resolve the document issues of Vera Danchenko, a 28-year-old mother of three who has lived without a passport her entire life, after her story was featured on a federal TV program.

Voronezh officials have found the heroine of the «DNA» program (16+) Vera Danchenko and are now trying to resolve her document problem as quickly as possible — this was stated by the children«s rights ombudsman in the region, Angelina Severgina. The program, recall, aired on the federal channel NTV on November 6. Vera is 28 years old, she was born in Kamensk-Shakhtinsky, Rostov Oblast, and now lives in the Liskinsky District — with her common-law husband and three children. But she has neither a passport nor any other identity documents. In fact, Vera lives, but de jure — such a person does not exist.

The young woman«s life is not a fate — it»s a ready-made plot for a soap opera: her mother gave her to a strange aunt after birth, who starved her, but her grandmother saved Vera, at 15 the girl fell in love and ran away «married» to seek female happiness and so on. The story has everything, except for a chapter on why the adults — neither the grandmother nor the father — did not bother to arrange documents for the girl. Vera said on air that she allegedly went to the ZAGS (civil registry office) in Liski, but they turned her away — saying, since you have no papers, we are powerless.

According to Vera, she went to journalists not only because of passport problems, but also to gain confidence — that she has any blood relatives in this world at all. Along with Vera, people she considered her father, brother, and sister came to the federal program, but neither she nor they were completely sure. A DNA test showed a blood connection of 99.9%. In Voronezh, attention was drawn to Vera«s story after Telegram channels retold it on the morning of November 11. The regional government stated that such a woman had not applied to the regional ZAGS office, and now, it means, everyone is rushing around in search of her. And Vera was indeed found.

«It turned out that Vera was born in 1997 in Rostov Oblast, but still does not have a birth certificate,» confirmed the children«s rights ombudsman Angelina Severgina. »At the same time, two of her children previously received birth certificates in Voronezh Oblast, and one — in Rostov Oblast.«

Vera, however, found a certificate from the Rostov maternity hospital. In the ZAGS of Kamensk-Shakhtinsky, it turns out, «necessary data» (quoting the ombudsman) were also available — and Vera«s father has already provided them. She moved to Voronezh Oblast with her common-law husband Peter and children only recently, not immediately after running away at 15, and she first went to the ZAGS in Liski at the beginning of 2025 — not even soon after the birth of her youngest son, who is six.

«Without a passport, the employees could not accept the application, but explained the procedure,» says Angelina Severgina. «I am sure that now our specialists will provide all necessary assistance in processing the documents. The process has already been launched. Other agencies, including the migration service, have joined in solving the problem. The ZAGS office is interacting with them.»

In general, everything is according to the genre«s canons. By the way, they plan to present the documents to Vera solemnly in a public setting.
