141 large families in Sochi get 300,000 rubles compensation for land

The governor of Krasnodar Krai has established a compensation payment for large families who are entitled to free land plots from the state. In Sochi, there are no such plots available, so these families are offered a payment of 300,000 rubles (approximately $3,300 at current rates), but not more than the amount of their own or borrowed funds spent on purchasing or constructing a home.
The payment can be used to compensate expenses for purchasing (or constructing) a home or buying a home with a land plot, including a home that is an object of shared-equity construction, or a land plot located within Krasnodar Krai, as well as for acquiring a share in the common ownership of said property. An important condition is that the property ownership right or the shared-equity construction agreement must have been registered no earlier than April 8, 2011.
According to the press service of the Sochi administration, applications can be submitted electronically via the websites of the Krasnodar Krai Ministry of Fuel and Energy Complex and Housing and Utilities or the «Kuban Center for State Support of the Population and Financial Market Development».
«To date, 141 Sochi large families have received compensation and have been removed from the waiting list for land plots. In total, 8,247 citizens of this category have been registered in Sochi as having the right to acquire a land plot for free,» said Victor Shingiriy, director of the property relations department of the Sochi administration.
Since 2012, only 509 land plots have been issued to large families in Sochi. The main difficulty in selecting them is the lack of land tracts with existing utilities and infrastructure. Moreover, Sochi«s complex terrain and lack of relatively flat areas increase the cost and complexity of construction work. City authorities also state that a significant portion of land plots in Sochi are under federal or regional ownership. At the same time, Sochi»s large families can apply for free land in any municipality of the region, except for urban okrugs, municipal okrugs, and urban settlements within municipal districts—meaning only in rural settlements.
«There is no need to change residence registration. The large family has the right to dispose of such a plot at its discretion, including selling it and using the proceeds to improve housing conditions. To date, 295 citizens registered in Sochi have registered in other municipal formations of the krai,» the mayor«s press service reported.
