Yaroslavl sets after-school care fee

Yaroslavl has set a fee for after-school care. The corresponding order from the Department of Education of Yaroslavl Oblast was signed on 29 January 2026 by Deputy Director Alexander Guskov.
«Set a fee for supervision and care of children in after-school groups with meal arrangements, charged to parents (legal representatives) at 87 rubles per day (about $1),» the document states.
The order stipulates that its effect applies to municipal general education organizations subordinate to the Department of Education of Yaroslavl City Hall. It also specifies that children studying under primary general and basic general education programs are covered by the document.
The order came into force upon signing.
Yaroslavl City Hall explained to the portal 76.RU that the set fee will be charged only if the child eats in the after-school group.
«The cost is set in accordance with the monetary norm for student meals established by resolution of the Yaroslavl City Hall No. 1135 of 10 December 2025 and resolution of the Administration of Yaroslavl Oblast No. 178-a of 21 August 2006. Without meal provision, the fee is not charged to parents (legal representatives),» the city administration noted.
The city hall added that since 1 January 2026, children of participants of the special military operation (SVO) receive priority right to enroll in after-school groups. At the same time, they are exempt from the supervision and care fee.
Recall that in Yaroslavl, since 1 January 2026, the fee increased for kindergarten. In groups with 8–10-hour days, the fee rose from 156 to 164 rubles (about $2) per day, with 10.5-hour stays — from 165 to 173 rubles (about $2), with 12-hour stays — from 196 to 206 rubles (about $2).
