Yaroslavl Introduces Fee for School After-School Programs

In Yaroslavl, starting January 29, 2026, a fee for children«s attendance in after-school groups has been officially introduced. The order was signed by Alexander Guskov, deputy director of the regional education department.
According to the document, the fee is set at 87 rubles per day. The order states: «Set a fee for supervision and care of children in after-school groups when meals are provided, collected from parents (legal representatives) at 87 rubles per day.»
The order applies to municipal schools under the Yaroslavl city education department and covers students in primary and basic grades. The document took effect upon signing.
The city administration explained that the fee is only charged if the child receives meals during after-school hours.
«The cost is set in accordance with the monetary norm for student meals established by Yaroslavl city decree No. 1135 of December 10, 2025, and Yaroslavl Region Administration decree No. 178-a of August 21, 2006. Without meal provision, no fee is charged to parents (legal representatives),» the administration noted.
Separately, benefits are provided: as of January 1, 2026, children of participants in the special military operation have priority enrollment in after-school groups and are exempt from payment.
Also, since the beginning of 2026, kindergarten fees in Yaroslavl have increased:
- in groups with 8–10 hours of attendance — from 156 to 164 rubles per day ($2 to $2 at current rates);
- with 10.5 hours — from 165 to 173 rubles ($2 to $2);
- with 12 hours — from 196 to 206 rubles ($2 to $2).
