On 4 February 2026, complaints from parents appeared on social media about the cold in the classrooms of School No. 23, part of the Vzlet educational complex in Rybinsk, Yaroslavl Oblast.
«Children come in from the street hoping to warm up at school, but that doesn»t happen: the temperature in the classrooms stays at 12–16°C (54–61°F), whereas according to SanPiN regulations it should be no lower than 18°C (64°F),« users noted in the public page »Podslushano v Rybinske« (Overheard in Rybinsk).
According to parents, students have to sit in class wearing jackets, but not all teachers allow them to keep their outerwear on.
The administration of Rybinsk reported that since 2 February, lesson duration has been reduced to 30 minutes, and the number of breaks has been increased.
On 4 February, it was decided to switch all students to distance learning on 5 and 6 February. Assignments will be completed using digital or paper resources.
The authorities are considering the possibility of holding classes for high school students at Education Center No. 30, where the temperature conditions meet the standard. Also under discussion is the use of premises at kindergarten No. 54, from which preschoolers have already been transferred to other institutions.
The Rybinsk prosecutor«s office has organized an inspection into violations of temperature conditions in the city»s schools.
«During the inspection, an assessment will be made of compliance with the requirements of education legislation, including issues of maintaining temperature conditions in school premises. If grounds are found, prosecutorial response measures will be taken,» the Yaroslavl Oblast prosecutor«s office clarified.
The situation has been taken under control by the regional prosecutor«s office.
Earlier, on 30 January, a utility accident occurred in Rybinsk, due to which heating was absent in the Severny microdistrict. On 31 January, performers Anton and Victoria Makarsky, who performed at the Vympel Palace of Culture, also complained of severe cold in the building.
